Lord Banner KC of Keating Chambers is widely regarded as the leading planning silk at the Bar. A Member of the House of Lords since March 2024, he led the independent Banner Review on legal challenges to nationally significant infrastructure projects, the recommendations of which were taken forward in the Planning and Infrastructure Act 2025.

Programme

From 5:00 pm Pre-dinner drinks at Davy's Wine Bar, Crown Passage, St James's, London (the covered passage connecting Pall Mall and King Street)
6:15 – 6:30 pm Move to The Carlton Club — guests arriving after 6:15 are asked to make their way directly to the Club
6:30 pm Dinner in The Cabinet Room, The Carlton Club, 69 Pall Mall, London SW1Y 5HZ

Dress Code

The Carlton Club operates a dress code, which members and guests are asked to observe. Full details are available on the Carlton Club website.

Gentlemen Tailored jacket and formal trousers or suit, together with a collared shirt and tie
Ladies Trouser suit, skirt or dress
National Dress Members and guests wearing formal national dress or uniform appropriate to their office are welcome

Payment

Members attending the dinner — with or without a guest — are asked to pay the dinner fee(s) and, if not yet paid, the annual subscription of £40.00 at the same time. Payment should be made by BACS to the following account:
